Transportation
In North Carolina, streets that are outside of city, town, or village limits are maintained by either a private Home or Property Owners' Association or the North Carolina Department of Transportation (NCDOT). Pender County does not administer or maintain roadways or ditches along roadways.

For questions about public roadways outside of town or village limits, please contact the NCDOT Division 3 or NCDOT District 1.

To report a road issue, you can:
- Contact NCDOT online at NCDOT.gov/contact
- For NCDOT questions, call 1-877-DOT-4YOU (1-877-368-4968) weekdays from 8 a.m. to 5 p.m.
To report a missing or damaged road sign on a state-maintained road, please use the Road Sign Replacement Form through Pender County Facilities and Fleet.
Please note: Private roads are not maintained by NCDOT or the County. In most cases, these roads are the responsibility of Homeowners Associations (HOAs) or the property owners themselves. This includes maintaining ditches and storm drains.
Interstate 40 (I-40) is part of the Federal Highway System, which is administered by the Federal Highway Administration (FHWA). The FHWA works with state departments of transportation, like the North Carolina Department of Transportation (NCDOT), to manage and maintain interstates like I-40.
Burgaw has a Streets Division in its Public Utilities Department.

Surf City has Paving Management in its Facilities & Grounds Department
The program adopts a data-driven and systematic approach to enhance and preserve the town's roadways.

Pender County is part of the Go Coast Committee, part of the Wilmington Urban Area Metropolitan Planning Organization, which encourages people to use active forms of transportation or public transportation.
WAVE Transit provides the RideMicro on-demand ride share service to some southern areas of the county near Hampstead.
Pender Adult Services - Transit (PAS-TRAN) offers paratransit and scheduled pick-up transit for all adult citizens of Pender County and is especially helpful for those needing rides to doctor appointments, even outside of the County. To arrange a ride, call 910-259-9119 ext. 1.
