Advisory Board of Health
G.S. 130A-39: “A local board of health shall have the responsibility to protect and promote the public health. The board shall have the authority to adopt rules necessary for that purpose.”

Area Agency on Aging
The Cape Fear Council of Governments is the designated Area Agency on Aging (AAA) for North Carolina Planning Region O serving Brunswick, Columbus, New Hanover, and Pender Counties.

Board of Adjustment
The Zoning Board of Adjustment is an appointed, quasi-judicial body that hears and decides appeals, variances, and requests for interpretation of the Zoning Ordinance as authorized by North Carolina GS 160D-302.

Board of Equalization and Review
The Board of Equalization & Review hears and decides property tax appeals for real and personal property. Real estate issues must be appealed to the Board of Equalization and Review in the spring each year.

Jury Commission
Every two years, a three-person Jury Commission supervises the compilation of a master jury list of county residents who are registered voters, licensed drivers, or both. Persons selected for jury duty are selected at random from the master list. Must be a Pender County resident.

Juvenile Crime Prevention Councils
The Division of Juvenile Justice and Delinquency Prevention partners with Juvenile Crime Prevention Councils in each county to galvanize community leaders, locally and statewide, to reduce and prevent juvenile crime.

Lower Cape Fear Water & Sewer Authority
The Authority is governed by a 14-member Board of Directors, each of whom is appointed for a term of three years by the respective governing bodies of each of the Authority's members who in turn employ an Executive Director and Financial Administrative Assistant.

Nursing/Adult Care Homes Advisory Committee
The primary purpose of the Nursing/Adult Care Homes Advisory /committee is to maintain the intent of the Nursing/Adult Care Homes Resident Bill of Rights within nursing homes and adult care homes and to promote community involvement and cooperation with such homes to ensure quality of care for older adults.

Pender County Library Board of Trustees
The library board of trustees is created by law to act as the advisory body of the library system in its role as a public institution. They are set library policies in several areas. They are appointed by the Pender County Commissioners and serve terms of three years for no longer than ten years. One representative is appointed from the home district of each commissioner. The board regularly meets on a quarterly basis at 10:00 a.m. on the third Thursday of January, April, July, and October. Special meetings are called as needed.

Planning Board
The Planning Board, as authorized by North Carolina General Statutes 160D-301, acts as an advisory board to the Pender County Board of Commissioners with regard to: 1. preparation and adoption of the comprehensive plan and other plans (such as small area plans, natural resource protection plans, transportation plans, etc.) 2. implementation of those plans by various mechanisms, especially preparation and application of the Zoning Ordinance. The Planning Board's role with regard to zoning issues is to conduct public hearings on proposed changes to the Official Zoning Map (i.e., rezoning requests) and proposed amendments to the Zoning Ordinance (i.e., text amendments). In addition to these advisory functions, the Planning Board acts as a final decision-making board in regard to subdivision of land and review of master development plans in the PD, RM, and MH zoning districts.
